India’s UPI payment ecosystem is entering a new phase just ahead of the Diwali business season. After Parliament passed the Taxation and Other Laws (Amendment) Bill, 2026, the government subsequently notified a framework under which UPI payments up to ₹2,000 remain protected from charges, while selected higher-value merchant transactions can attract a Merchant Discount Rate (MDR). The legislation received Presidential assent on August 17, 2026.
The latest framework announced on September 15 is particularly relevant for corporates, MSMEs, retailers, shopkeepers, service businesses, banks and payment-service providers across Ahmedabad, Gujarat and India. The new MDR framework is scheduled to take effect from October 15, 2026, shortly before the Diwali shopping and business season.
What Has Actually Changed?
There is an important difference between the headline “UPI charges” and what the new framework actually provides.
From October 15:
- Person-to-person (P2P) UPI payments remain free, regardless of transaction value.
- Merchant payments up to ₹2,000 remain free of MDR.
- Eligible small merchants receiving up to ₹1 lakh per month through UPI QR under the P2PM category remain exempt.
- Selected P2M transactions above ₹2,000 will attract 0.4% MDR, capped at ₹300 per transaction.
- Certain sectors, including railways, telecom, insurance and fuel, have specified lower/flat MDR treatment.
- The government says approximately 96% of P2M transactions will remain unaffected.
- The MDR is a merchant-side payment-processing charge, not a tax collected by the government.
| UPI Merchant Payment | 0.4% MDR* |
|---|---|
| ₹2,000 | ₹8 |
| ₹5,000 | ₹20 |
| ₹10,000 | ₹40 |
| ₹25,000 | ₹100 |
| ₹50,000 | ₹200 |
| ₹75,000 | ₹300 |
| ₹1,00,000 | Capped at ₹300 |
The examples apply to eligible standard P2M transactions under the new framework; exemptions and special-category rules can change the applicable amount.
The ₹300 cap applies from ₹75,000 upward for the standard 0.4% category.
What Does This Mean for Ahmedabad & Gujarat Businesses?
For Ahmedabad’s retail, textile, jewellery, automobile, electronics, education, professional services, hospitality and trading businesses, UPI has become an important part of daily collections.
The new framework means businesses should distinguish between:
UPI customer payment → merchant account → MDR applicability
and
UPI person-to-person transfer → remains free.
For example, an Ahmedabad retailer receiving a ₹1,500 customer payment would remain outside the standard MDR threshold. A qualifying ₹20,000 merchant payment could fall within the 0.4% MDR framework, subject to the merchant’s category and exemption status.
This distinction is particularly important during Diwali, when retailers and service businesses can experience substantially higher digital-payment volumes.
What About MSMEs and Small Shopkeepers?
This is one of the most important parts of the new framework.
The government has specifically stated that small merchants receiving up to ₹1 lakh per month through UPI QR under the P2PM category will continue to receive zero MDR treatment. The framework is intended to protect street vendors, neighbourhood shops and other small businesses.
Therefore, a local:
- Kirana shop
- Tea stall
- Small restaurant
- Salon
- Repair shop
- Street vendor
- Local service provider
- Small retailer
should not assume that every UPI transaction above ₹2,000 automatically creates an MDR liability.
The merchant’s classification and applicable framework matter.
What Should Ahmedabad Corporates & Larger Businesses Check?
For larger retailers, corporate businesses and high-value merchants, the focus should shift towards payment-cost planning.
Businesses can review:
1. UPI transaction volume
Analyse how much revenue is collected through UPI every month.
2. Average transaction value
Identify how many transactions exceed ₹2,000.
3. Merchant category
Check whether the business falls under a special MDR category.
4. Bank/payment-provider agreement
Businesses should confirm how their bank or payment service provider will operationalise the MDR.
5. Diwali sales planning
Retailers should include the new payment framework in their October–November 2026 financial planning.
6. Accounting & reconciliation
Finance teams should ensure that payment settlements and applicable MDR deductions are correctly reflected in accounting records.
What About Banks and Payment Companies?
Banks, payment service providers and other participants in the UPI ecosystem are directly connected to the new MDR structure.
The government has described the amendment as an enabling framework intended to support the long-term sustainability, technological development, cybersecurity and resilience of the UPI ecosystem. The MDR is distributed among payment ecosystem participants rather than being collected as government tax revenue.
For banks, this creates a different commercial environment from the earlier zero-MDR framework.
For businesses, it makes the choice and terms of their banking/payment partner more relevant.
Why Is This Important Before Diwali 2026?
Diwali is one of India’s biggest annual periods for:
Retail + Shopping + Jewellery + Electronics + Automobiles + Food + Travel + Services + Corporate Sales
At the same time, UPI has become an important payment method across India’s digital economy.
The new MDR framework begins October 15, 2026, placing its implementation immediately before the major festive business period.
For Ahmedabad and Gujarat businesses, this makes October an appropriate time to review:
UPI → QR Payments → Bank Settlement → MDR → Accounting → Customer Communication
rather than waiting until after the festive season.
The Bigger Digital Business Picture
The 2026 policy change also highlights a larger issue for Indian businesses: digital payments are no longer simply a technology feature; they are part of business infrastructure.
Businesses increasingly need to manage:
- Digital payment acceptance
- Google Business visibility
- Website presence
- Online customer enquiries
- Digital marketing
- Payment reconciliation
- Customer experience
- Cybersecurity
- Business data
For MSMEs and local businesses in Ahmedabad, maintaining an organised digital presence can therefore be as important as maintaining a physical storefront.
Prabita Connect Business Perspective
At Prabita Connect, we believe businesses should follow major digital and technology-policy developments because such changes can influence the way businesses communicate with customers, manage online operations and plan their digital growth.
For Ahmedabad and Gujarat businesses, the immediate priority is not simply “Will UPI stop being free?”
The more accurate question is:
“Which of my business transactions will fall under the new MDR framework, and how should my business prepare before the festive season?”
Businesses should verify their specific category, bank/payment-provider terms and applicable MDR treatment before making changes to customer pricing or payment processes.
